Defense White Books: A Step to Consolidate Confidence Building Measures?

Abstract

Most American countries have Defense White Books, including some, as Chile, with more than one edition. This paper reviews the work done to date, highlighting the relationship between these docu- ments and the defense policies of some countries. It also mentions the evolution of this process, sugges- ting that there have been at least five generations of Defense White Books, each with its own distinctive features, and mentioning the challenges in the phase prior to the preparation of these documents.
