Abstract
is article describes how the superpowers are competing in political, strategical, operational, and tactical levels of conduction to break the “Stand Off” through the development of military capabilities. the article examines the Russian military invasion of Ukraine in 2014, in which cross-domain operations generated a turning point for the US Armed Forces, thus beginning a process of modernization aimed at reclaiming a credible deterrence for its adversaries.
