Development of Forces Based on Strategic Capabilities. Evolution, Revolution or More of the Same?

Abstract
Despite its complexity Force Planning and Development is a process that aims to be as stream- lined and efficient as possible. Its management is old, but the Industrial Revolution first and then the Tech- nological Revolution did it much more complex. This problem made crisis with the onset of the Cold War and the management system known as Plan, Program and Budget was set, accompanied by a methodology to address the process and various other technical support to improve efficiency; but there are still some weaknesses remained . One was the identification, quantification and way of comparing each of them to select the best strategic capabilities to support the National Security Strategy. Here the Development of Forces Based on Strategic Capabilities accompanied by technical support arose. The question is if we are facing an evolution of the initial techniques, a revolution that creates new paradigms or is it just the same.
