Reflections About the Exercise of Security Strategies Elaboration

Abstract

This article shows some theoretical and phenomenological reflections in relation with documents of the kind “Security Strategy”. The goal of this is to give basic methodological criteria for the exercise of elaboration of these documents. While in 2012 the Chilean government did a security strategy that finally wasn’t published, this document does not seek to focus on national experience. However seeks to identify those general criteria that should be considered in a document like a “Security Strategy”. Therefore, this article is organized in the format “question and answer”, supported with theoretical and facts security con- tributions, concluding with four methodological criteria that will be necessary for a document such as the aforementioned features.
