Force Planning: Beyond Threats and Capabilities

Abstract
Based on the academic discussion regarding the seminar “Towards de Consolidation of Natio- nal Defense in Chile”, this paper analyzes the stages to be considered in a force planning process − un- derstood as the art and science of determining what military capabilities, forces, and posture are most appropriate for a nation. Initially, it describes the options that a State has in terms of using its armed forces as a political tool. Then, it analyzes the importance and implications of shifting from a threat based planning model towards one based on capabilities. Finally, the article contextualizes and reinforces the need to use the strategy as an essential input for an effective force planning and development.
